Hobart Airport - RWY 30 RNP-AR - Noise Monitors
Dear Airservices Australia,
Airservices recently conducted Community Engagement on flight paths into Hobart Airport. Noise Monitors were discussed.
Could I please obtain a copy of all documents that directly related to the previously installed Noise Monitors in Primrose Sands and Connelly's Marsh TAS.
This would include location, supplier, calibration levels, actual noise data, results and findings that were used in ASA's decision making for these areas.
Yours faithfully,
Cathy Minnucci

Dear Ms Minnucci
I write in regard to your request for documents relating to previously installed Noise Monitors in Primrose Sands and Connelly's Marsh TAS.
I have been advised that Airservices has a contractual relationship with a third party for the provision of noise monitoring services. As a result, I am in consultation with the relevant business areas regarding the searches for relevant documents.
The current due date for your request is Friday 7 June 2024. Due to the number of requests currently being processed by Airservices and the work involved in locating all relevant documents we may not be able to finalise your request by the original due date.
Airservices seeks your agreement (under s.15AA of the FOI Act) to extend the timeframe for the processing of your request by 7 days. This would extend the due date for your request to 14 June 2024.
Please let me know if you would like to discuss.

Dear MBX FOI,

Once again, I can only hope that your extension request is truthful, and in saying that I am happy to wait again.

Dear Ms Minucci
I write further to the above FOI request and apologise for the delay in
replying while I have been working with my colleagues to understand what
documents we have in our possession which would respond to your request.
To confirm your request is as follows:
“a copy of all documents that directly relate to the previously installed
Noise Monitors in Primrose Sands and Connelly's Marsh TAS. This would
include location, supplier, calibration levels, actual noise data, results
and findings that were used in ASA's decision making for these areas.”
For brevity, I’ll refer to this description as ‘noise monitoring
documents’.
My understanding of your request is that you are seeking access to noise
monitoring documents which relate to Airservices’ decision to introduce
new flight procedures and flight paths at Hobart Airport in 2019.
However, I can confirm that the noise monitors were only introduced as
part of the post implementation review process and did not form part of
the 2019 decision making process. The purpose of the noise monitoring
was to compare the forecast aircraft noise levels against the actual
aircraft noise levels following the introduction of the new flight path
procedures. In other words, the noise monitors were installed only after
the new flight procedures and flight paths were introduced at Hobart
Airport.
Any request for noise monitoring documents used as part of our 2019
decision-making process is likely to result in a no documents decision.
While your request only mentions Primrose Sands and Connelly’s Marsh, I
can also confirm that an additional monitor was established at Richmond.
Accordingly, I would like to propose that you replace your current FOI
request with an alternate request as follows”
“Documents relating to the installation of noise monitoring monitors at
Primrose Sands, Connelly’s Marsh and Richmond as part of Airservices Post
Implementation Review of its decision to implement new flight procedures
and flight paths at Hobart Airport in 2019, including location, supplier,
calibration levels, actual noise data, results and findings generated by
the noise monitoring”
This request would widen the scope to include the Richmond noise
monitoring, while focusing the request to clearly delineate documents in
Airservices’ possession which respond to the request.
Please let me know if you are comfortable with this approach or let me
know if I have misunderstood any element of your request.

Dear MBX FOI,
Marcus,
I thank you for your reply.
I am a little confused why your assumption includes information about ASA’s 2019 forecast noise levels used in ASA’s Flight Design stage of the flight paths into Hobart.
My request directly related to the previously installed Noise Monitors in Primrose Sands and Connelly's Marsh TAS. This would include location, supplier, calibration levels, actual noise data, results and findings that were used in ASA's decision making for these areas.
If you need to also include Richmond as part of my request, then I am happy to accept that.
In regards to your suggested changes to my FOI request, as long as the information is complete and does contain the inputs I require, then I can only trust your judgement.
Hoping that you are able to make the twice extended deadline ..now 8th July2024.
Thanking you

I do note that you provided me Doc 9 and 10 (Full Release), but both are unable to be downloaded in full. Doc 9 is blank/ corrupted, and Doc 10 is also incomplete as well as containing data relevant to other Airports?
If you could check the Excel worksheets your end to ensure ALL noise monitoring data is included and resend it would be appreciated.
As you have access to all information before redaction, I am assuming Hobart Airport code for ALL data should be YMHB - please advise.

I believe files contains the noise monitoring from Richmond, Connelley’s

this.
Also, more generally, please can I request that you include the FOI
