Dear Mr Williams
Thank you for your request. I am writing to you because it is at high risk
of being refused due to being too large to process.
As you may be aware, the Cashless Debit Card program was a major
initiative of the Department, and request that essentially seeks every
document generated in relation to it over a 6 month period is likely to
capture hundreds, if not thousands of individual documents.
For this reason we recommend refining the scope of the request to avoid
this potential refusal. Is there an aspect of the Cashless Debit Card,
Indue or Income Management programs that you were interested in or wanted
to know more about? If so, we’d recommending focussing the FOI request on
that.

That is unlikely to decrease the scope of the request in any meaningful
way.
Was there a particular aspect of the expansion you were interested in?
Currently the scope is very broad so would, for example, include
administrative emails setting up times for meetings to discuss the CDC
expansion or part thereof, or back and forth discussions concerning drafts
of documents that mention the CDC expansion. We suspect you may not be
interested this type of information, so guidance on the aspects that you
“are” interested in would assist with refining the scope of your request.

Dear Mr Williams
I refer to your correspondence received by the Department of Social
Services (Department) on 19 February 2025, in which you requested access
under the Freedom of Information Act 1982 (Cth) (FOI Act). The request
was subsequently revised to seek:
‘briefs and policy-related emails relating to the national expansion of
the cashless debit card generated between the dates of 1 October 2021 to
31 March 2022’
The decision for this request is currently due on 25 March 2025. This
timeframe may be extended, for example, where the Department decides to
consult with third parties. We will inform you if this occurs.
Removal of certain information from the scope of your request
The Department is seeking your agreement to remove the following
information from the scope of your request where it is not available from
public sources:
o group email addresses used for internal departmental purposes;
o all personal information of members of the public;
o all personal information of non-Senior Executive Service (SES)
government staff; and
o all personal information of SES level government staff with the
exception of the names of the Department’s SES staff.
If you agree to the above amendment the names of the Department’s SES
staff will be released where they are present in the documents and do not
attract an exemption.
Could you please respond to this email by Monday 3 March to confirm your
agreement to this change.
