The department has refused this request because the documents don't exist or can't be found. Pray tell, what 'consultation steps' are required when there aren't any documents?

It appears I have started jumping at shadows of dodgy responses. This is indeed pretty clear cut isn't it?

This seems to have missed some consultation steps, going straight to a refusal doesn't indicate willingness to be open and transparent.
