Hi TSCD – I saw the NDIA have refused this request under s47E(d) because (they say) releasing the documents/information would undermine their complaints/feedback process and the operations of the agency. Unfortunately for you this does seem to be an accepted refusal reason on appeal to the OAIC and further to the AAT from what I can tell.
This AAT case lays it out fairly nicely, see paragraph 19. http://www6.austlii.edu.au/cgi-bin/viewd...
This is the FOI Guidelines part about it generally, and 6.105 is where it starts talking about feedback/complaints specifically https://www.oaic.gov.au/freedom-of-infor...
There were some other cases about complaints too that seem to all follow generally the same pattern. I just opened each from the list (green text) and then pressed “Control+F" (or "Command+F" on a Mac) to search for the word “complaint” to see if the case might be relevant. Seems to be more AIC cases about it than AAT cases (those one get a bit more complex).
All of these listed in these searches should be related to FOI Act s47E refusals.
Australian Information Commissioner cases https://www.lawcite.org/cgi-bin/LawCite?...
AAT cases https://www.lawcite.org/cgi-bin/LawCite?...
I hope that is all of some help to you.
