Volume of email to Ministers
Dear Department of the Prime Minister and Cabinet,
I would like information as the total volume of email received by
ministerial offices between 1999-2000 and 2011-2012.
I would like email figures on an annual basis.
I would like separate figures on internal email traffic and external or Internet traffic.
If it is possible to differentiate further - for example to give separate figures for different ministerial offices, I would also like those figures.
I note that the purpose of this information is academic research on political communication in Australia.
I thank you for your consideration.
Yours faithfully,
Dr Jason Wilson
Dear Mr Wilson,
Thank you for your email of 14 February 2013, received by the Department
of the Prime Minister and Cabinet (the Department), in which you made a
request under the Freedom of Information Act 1982 in the following terms:
I would like information as the total volume of email received by
ministerial offices between 1999-2000 and 2011-2012.
I would like email figures on an annual basis.
I would like separate figures on internal email traffic and external or
Internet traffic.
If it is possible to differentiate further - for example to give separate
figures for different ministerial offices, I would also like those
figures.
Timeframe for receiving your decision
The statutory timeframe for processing a request is 30 days from the date
upon which your application was received by the Department except in
certain circumstances in which case we will notify you of the time
extension. I can confirm that your request was received by the Department
on 14 February 2013.
Removal of officer’s details
It is the Department’s policy to withhold the names and contact details of
junior officers within the Department and other agencies contained within
documents that fall within scope of the request. The names and details of
senior departmental staff would not be withheld unless there were some
reason for that information to be exempt from release. If you require the
names and contact details of junior officers please let us know at
[1][DPMC request email] for the decision-maker to consider; otherwise we will
take it that you agree to that information being excluded from the scope
of your request.
Publication of documents
In accordance with the Government’s pro-disclosure policy agencies are
required to publish information which has been released under FOI on the
agencies’ disclosure logs. If you wish to raise any objections to the
publication of any of the documents which may be released to you please
contact the Department by email at [2][DPMC request email]. Supporting reasons
for any objection would be appreciated.
Charges
Agencies may decide that an applicant is liable to pay a charge in respect
of a request for access to documents. If the Department decides to charge
you in respect of this FOI request, we will send you a preliminary
assessment of the charges as soon as possible.
The Department will write again when we have further information.
Otherwise, further information on FOI processing can be found at the
website of the Office of the Australian Information Commissioner at

Dear FOI Adviser,
Thank you so much for your reply and the information it contains.
In response to your letter, I am opting to narrow and further specify my request. It is now entirely focused on the record of electronic public correspondence to the Prime Minister's office. I have broken it down into two parts.
1. I would now like to receive records or reports on the number of emails received from members of the public at the Prime Minister's address for all years between 2007 and 2012.
- November 2007 to June 2010 - emails received at Prime Minister Kevin Rudd's address.
- November 2010 to December 2012 - emails received at Prime Minister Julia Gillard's address.
2. I would like to receive records or reports on the number of replies to public electronic correspondence sent from the Prime Minister's office between 2007 and 2012.
Yours sincerely,
Jason Wilson
Good afternoon Dr Wilson
Thank you for your response in relation to the practical refusal
consultation notice issued to you on 18 March 2013.
Under paragraph 24AB (5) of the Freedom of Information Act 1982 (FOI
Act)an agency may extend the consultation period by written notice to the
applicant, with the applicant’s agreement.
The Department is considering whether the revised request you have made
resolves the practical refusal reason in your original request. Should we
consider that the practical refusal reason has been resolved we intend to
process your revised request, though further consultation with you may be
required to clarify certain aspects of your request.
As such we seek your agreement to an extension of 14 days of the
consultation period in accordance with paragraph 24AB(5) of the FOI Act.
The consultation period would then expire on 16 April 2013. If you agree
please respond by return email.
Should you have any queries we would be happy to field these through the
usual channels.
