Dear Department of Broadband, Communications and the Digital Economy,

Documents released under FOI in late 2012 indicate that DBCDE contracted out development of "Cybersafety Help Button" applications for various platforms to third party software developers.

I request disclosure under the Freedom of Information Act of source code delivered to the Commonwealth pursuant to relevant software development agreements.

I refer to your correspondence received by the Department on 17 January
2013 requesting access under the Freedom of Information Act 1982 (the FOI
Act). Your request states:

 

‘Documents released under FOI in late 2012 indicate that DBCDE contracted
out development of "Cybersafety Help Button" applications for various
platforms to third party software developers.

 

I request disclosure under the Freedom of Information Act of source code
delivered to the Commonwealth pursuant to relevant software development
agreement.’

 

The statutory period for processing your request is 30 days, which
commences from the date it was received.

with third parties may be required. If it is necessary to seek agreement
to pay charges or to consult with third parties, additional processing
time is provided under the FOI Act. You will be advised of any charges as

Dear Department of Broadband, Communications and the Digital Economy,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department of Broadband, Communications and the Digital Economy's handling of my FOI request 'Source code for Cybersafety Help Button software'.

I have difficulty believing that the Department of Broadband, Communications and the Digital Economy spent several hundred thousand dollars developing these help button applications, and, upon completion, didn't even receive source code deliverables.

Either the source code exists somewhere where the Department has not looked, or the Department has simply lost several hundred thousand dollars worth of taxpayer-funded intellectual property.

Can you please review and investigate?

I would also be interested in any information regarding the review process to find out if this software a) did what the department required it to do, b) didn't do anything insecure, and c) didn't leak data to third parties. A source code review would be the obvious way to find out what the code was doing, but alternately any testing information or procedures would be useful.
