To make a valid FOI request under section 17 of the FOI Act, an applicant must pay an application fee. However, an agency may release information informally when and if it is possible for it so do so. Having considered your request and after making enquiries into this matter, it is considered appropriate to release information to you informally and outside the FOI Act. Therefore we do not seek the application fee on this occasion.
There is no law/act/guidelines or document held by the department that requires a person's name to be displayed in capital letters on their driver licence card. A limitation of the Driver Licence System means that names are recorded in capital letters, and the information displayed on a licence is in the same format.
Whilst not directly relevant to names being displayed in capital letters, information that may be of interest to you is Regulation 67 of the Road Safety (Drivers) Regulations 2019. Regulation 67 stipulates the information to be recorded by the Secretary for the purposes of section 16G(3) of the Road Safety Act 1986.
