infringements, 8 in total, evidently incurred by the driver(s) of the Prime
Minister's private (government funded) car during 2012.

There were two figures given by the Department in a letter that is posted on this site dated 18 February 2013 - $25 as a deposit and an upper cost of $100 with a refund due if it costs less to process. There was no request by A Tomlinson posted to the site to review the costs or reduce on the basis of public interest. A Tomlinson wanted the names of those driving which, as the letter of 18 February points out, may result in the disclosure of personal information and be subject to consultation (which also forms part of the $100 costs). So A Tomlinson had all the information. You appear to make an assumption that is not supported by the evidence.

It appears that the FOI request wasn't complied with due to non-payment of an unspecified amount for processing.
It seems no monies at all should have been asked for for such a relatively minor information request. I can only conclude the amount asked for was possibly an excessive amount for the requestor to pay. I find this failed result tantamount to being a failed request. Disappointing and annoying.
