Operational information portal - robots.txt file
Dear Services Australia,
Websites have something called a "robots.txt" file that helps search engines work out what they should be indexing and what they shouldn't be.
The Operational information portal's robots.txt file (located at https://operational.servicesaustralia.go...) has the below information at the top:

I seek the documents that informed the decision to "block all external search engines" on the Operational information portal.

If you are requesting non-personal information the Agency will advise you
as soon as practicable if a charge is payable to process your request, and
the amount of any such charge.

Unless you have requested to receive correspondence and documents relating

I seek the documents that informed the decision to "block all external
search engines" on the Operational information portal. Please treat this
request administratively if possible. Otherwise consider it a formal FOI

Your request was received by Services Australia (the Agency) on 25 June
2024 and the 30 day statutory period for processing your request
commenced from the day after that date. A decision is therefore currently
due on 25 July 2024. The period of 30 days may be extended if we need to
consult third parties or for other reasons. We will advise you if this
happens.
Request for Extension of Time
The Agency is currently managing a high volume of FOI requests. Most
requests being from individuals for access to their personal information.
As such, we have to allocate appropriate resources to process those
requests and meet our obligations to the Australian public.
Noting the above and that we are currently managing 4 FOI requests from
you for internal Agency documents, we respectfully ask for an extension of
30 days under section 15AA of the FOI Act.
The effect of this extension of time means a decision on this request
would be due by 26 August 2024. If we are able to provide you with a
decision sooner, we will do so.

I am writing to request an internal review of Services Australia's handling of my FOI request 'Operational information portal - robots.txt file'.
The robots.txt file was last modified on Wed, 22 Dec 2021 09:39:02 GMT. Given the modification date, the fact there are no documents related to this file seems unlikely.
I note the original decision refers to documents related to “the decision to block all external search engines from *searching* the Operational Information Portal”
I hope that the agency is not being pedantic, but just in case my request was related to any document that informed the decision to “block all search engines” - not “block all external engines from searching” (there is a very slight, but important distinction between the two).
