National Welfare Fund 01/01/1946 (7.5% levy) Like to know What happened to the fund and all the money accumulated.
Dear National Archives of Australia,
My name is Gino Iannazzo, I'm the secretary of "Australian
Pensioners Voice Inc." a group of voluntaries dedicated to stand up
for Social Justice and Pensioners' Rights. Recently we found out
that back on 01/01/1946 the Prime Minister Ben Chiefly, agreed to
established "THE NATIONAL WELFARE FUND" by charging all Taxpayers a
compulsory levy of 7.5%.
In the 50's was paid as one amount strait into the "CONSOLIDATED
REVENUE ACCOUNT"
In 1985 under the Labor Government the Fund ceased to Exist yet the
7.5% levy continued to be collected as a proportion of the Income
Tax Revenue.
We like to know what happened to the Fund and all the money
accumulated and belonging to "THE AUSTRALIAN PENSIONERS"
Yours faithfully,
Gino Iannazzo

Your request will be actioned in accordance with the Archives Act 1983
(Cth) and has been passed on to our National Reference Service for their
attention.
Your reference number is NAA1000140066. Below is the receipt for your
information which advises how you can track the status of your request.
There are three ways to request access to records in the custody of the
National Archives of Australia (‘the Archives’) – under the Archives Act
1983 (Cth) (‘Archives Act’), the Freedom of Information Act 1982 (Cth)
(‘FOI Act’) or the Privacy Act 1988 (Cth) (‘Privacy Act’).
Under the Archives Act, requests can be made for archival records that are
in the ‘open access period’, which currently includes records created up
to including 1989. Under the Archives Act, all records are available to be
accessed by the public once they enter the [1]open access period unless
they contain material that falls into certain [2]exemption categories
under section 33 of the Archives Act. Types of records which can be
accessed under the Archives Act include records relating to family history
such as immigration, citizenship and war service records, Cabinet records
and notebooks and ASIO files. You can read more about access to archival
records and the open access period in our fact sheet on [3]access to
records under the Archives Act. To access records which are not in the
‘open access period’ you will need to apply directly to the Australian
Government agency which control the records.
Freedom of Information requests made to the National Archives of Australia
are used to obtain access to:
o records relating to the current administration and practices of the
Archives;
o records in the closed period that relate to the administration and
practices of the Archives; and
· records in the open access period that are in the Archives’
custody that contain your personal information.
The Privacy Act 1988 (Cth) provides the right to request:
· access to records that contain your personal information;
· correction of your personal information because the information is
inaccurate, out-of-date, incomplete, irrelevant or misleading.
Although the Privacy Act provides you with a right to make requests where
your personal information is involved it will not apply in all
situations. For example, you cannot use the Privacy Act to request
records containing your personal information that are in the open access
period.
For further explanation on which Act to seek information under, please
refer to our fact sheet on [4]when to use the Freedom of Information,
Archives and Privacy Acts.
Please use the contact information in the below email if you if you have
any further questions, including following up the status of your request.

regarding your request, please use the information below to contact

Dear FOI Shared Mailbox,
I'm not getting the answer to my questions, we are a group of simple pensioners, we are not professional people, we do not know the name of the documents that will answer our questions, so if you willing to help us please do, if you cannot we will close the matter there.
We thought "FOI" was meaning "Freedom of Information" and that is why we asked an Information not knowing you need the proper name of the documentation. It means only Professional people can apply.
Yours sincerely,
Gino Iannazzo

Dear Mr Lannazzo,
Thank you for your inquiry regarding the National Welfare Fund. Please
note that the Freedom of Information Act only applies to records that date
from 1990 onwards. As the records you are requesting date prior to 1990,
your request has been forwarded to the National Reference Service so that
we can advise you about how to access records under the Archives Act 1983.
We apologise for the delay in responding to your inquiry. We have received
a very high volume of inquiries in recent months and this has led to some
delays.
Please note also that we are unable to respond directly to requests for
information, or conduct research on your behalf. We can assist you to
access the records in our collection, and to conduct research using those
records.
This said, the National Archives does hold a number of records which are
relevant to your topic. I have attached a list of records that may be of
use for your research. These records were created by a variety of
Departments over the period 1943-1989 and should contain the information
you require about changes to the National Welfare Fund.
I have attached a list of these records. Those records listed with an
access status of 'Open' or 'Open With Exception' are available to view in
our Canberra reading room, or you could choose to purchase copies. I have
attached instructions on how to do so. If you wish to view records in our
reading room, please contact us in advance of your visit so that the
necessary preparations can be made. Advance notice of at least 5 days is
required.
Those records with an access status of 'Not Yet Examined' must be checked
for material of continuing sensitivity before they can be released (as per
the Archives Act 1983). If you wish to access any of these 'not yet
examined' records, please contact us and we can submit access applications
for them on your behalf. This examination process can take up to 90 days.
If you have any questions, please do not hesitate to contact me.
Yours sincerely,
Andrew Cairns
