Dear Brian Cooper

Thank you for your email below. I note however, that at this stage I am
unable to register this as an FOI application as, in it’s current form, it
does not satisfy section 15(2)(b) of the FOI Act:

        15 Request for access

                Requirements for request

                (2) The request must:
(b) provide such information concerning the document as is reasonably
necessary to enable a responsible officer of the agency to identify it;

You have stated you are seeking access to

“…a list of languages and counts of persons who speak that language by age
cohorts as used by the NDIA by jurisdiction and SA4. Indigenous persons
who speak a language other than English are to be excluded.for the
following periods 1 June 2016,1 June 2018, 1 June 2021, 1 June 2023. SA4
and Jurisdictional output to be separate.

Points of Clarification

I am unclear as to:

* which ‘persons’ you are referring to
* which areas ‘SA4’ you are referring to and
* what time periods you are referring to as you have only provided
starting dates

To assist you with providing a clear scope of documentation sought, you
may first like to familiarise yourself with the following links which are
publicly available:

[1]Language interpreting services | NDIS – this page refers to TIS
National – an interpreting service under the Department of Home Affairs.

You can find out more information about this service by clicking on the
following link

[2]Translating and Interpreting Service (TIS National)

I have also included the link to the ABS website that     SA4 to assist
you with location specification.

[3]1270.0.55.001 - Australian Statistical Geography Standard (ASGS):
Volume 1 - Main Structure and Greater Capital City Statistical Areas, July
2016 (abs.gov.au)

Alternatively, you may like to direct your FOI to the Department of Home
Affairs given this is their function and not that of the NDIA.

Please let me know if I can be of any further assistance to you by 12 pm
18 July 2024

Dear foi,
* which ‘persons’ you are referring to, they are registered participants in the NDIS and the early childhood intervention stream
* which areas ‘SA4’ you are referring to and
I Require current SA4s where there are persons registered as participants by language group, not those at July 2016, as ABS does not backcast population estimates to a previous geography. Not all SA4s will be involved only those where those participants meet the selection criteria
* what time periods you are referring to as you have only provided
starting dates
I am seeking point prevalence data, which refers to a specific date not a date range, therefore the number of participants on that date, not in a time period that is date A to Date B which would be misleading therefore incorrect.

a list of languages recorded by the NDIA for participants and counts of persons who speak that language by age
For your information, the list of languages used by the Department of Home Affairs is not used by the Australian Bureau of Statistics used for census purposes
cohorts as used by the NDIA by jurisdiction and SA4. Indigenous persons
who speak a language other than English are to be excluded.for the
following periods 1 June 2016,1 June 2018, 1 June 2021, 1 June 2023. SA4
and Jurisdictional output to be separate.

Yours sincerely,

Brian Cooper
