Alternatively if no such single document exists, please provide me with any aggregation of documents that collectively list the hospitals or authorities that process, test and store the heel prick tests .... If possible, please treat this as a request for access under administrative arrangements; if not, please treat it as a formal request under the FOI Act

The Department of Health does not hold any documents that list the hospitals/authorities who process, test and store the heel prick tests (Guthrie cards).
As advised in our previous email, the information you are seeking may be collected by State and Territory Departments of Health as they have oversight of public hospitals.
