I require to know which authority is alleging that a man needs to hold a Victorian drivers licence to travel . Travel from point a to point b in an automobile that he steers in a certain direction .
If there is no such authority alleging or claiming that a man needs to hold a Victorian drivers licence for the state of Victoria, then what authority or government department is alleging or claiming that a person needs to hold a Victorian drivers licence for the state of Victoria.
Please read the question thoroughly knowing that a person is not a man . A person being a legal fiction according to every legal / law dictionary in existence. As it is impossible for a man to be a person / all capital letter written name / trust fund .
If no one is claiming that a man needs a drivers licence to travel , then it will be deemed that man is aloud to travel in a automobile freely without hindrance from police forces or any government agency or foreign corporations .
