Dear Australian Building Codes Board,

There is no definition of Stakeholder in Section 0.5.1 of the International Fire Engineering Guidelines (2005). For the benefit of any Australian consumer or members of the Australian public, please provide the reference that the Australian Building Codes Board has relied upon to establish the definition of a Stakeholder.

Please also supply the reference to any Australian state or federal statutory Act, Regulation or case law which recognises this definition.

Please supply the reference to any Australian state or federal statutory Act, Regulation or case law, which grants any Stakeholder legal entitlement to the right to control another persons property without limit, to which they have no legal title.
