Freedom of Information request - Government Consideration of the continuation of the National Fractionation Agreement for Australia (NaFAA)
Dear National Blood Authority,
I wish to seek access to all relevant documents related to the government's consideration of the extension of the current National Fractionation Agreement for Australia (NaFAA) over the period 2022-2024.
This includes all ministerial briefings from the National Blood Authority and Department of Health on this matter, correspondence from CSL on this matter, and minutes of meetings with CSL on this matter.
I also seek any advice to the Commonwealth Government from any agency on why the current or future NaFAA is or will be exempt from some requirements of the Commonwealth Procurement Rules (CPRs).
Yours faithfully,
Brian Annan

Dear Mr Annan,
Thanks again for your recent email and request for information.
The NBA has reviewed your request and after some internal discussion, we
would like to offer you the opportunity to clarify the meaning and scope
of your request, particularly as an initial review of the request suggests
that the decision is likely to be a practical refusal. The current NaFAA
contract has not been extended since it commenced in 2018 as it does not
expire until 2026.
In case you are not aware, this contract is available for review on NBA's
website at the following link:
https://www.blood.gov.au/sites/default/f...
If you wish to clarify the meaning and scope of your request, please feel
free to respond to this email. Alternatively, please provide your contact
number and I would be happy to discuss further with you.
In accordance with OAIC guidelines, please note that the 30 day processing
time under the Freedom of Information Act 1982 does not include the time
an agency takes in a request consultation process to decide if a practical
refusal reason exists.
Kind regards,
Shyama
