Dear Department of Resources, Energy and Tourism,
Request copies of the correspondence between delegates of the Commonwealth-Victoria Offshore Petroleum Joint Authority regarding the bid for 2011 Offshore Acreage Release Area V11-6 lodged by Llanberis Energy Pty Ltd in October 2012. I specifically request copies of the communication on 26 February 2013 from the Victorian delegate to the Commonwealth delegate and the response on 24 April 2013 from the Commonwealth delegate to the Victorian delegate.

NOPTA’s Assessment Report to the delegates of the Commonwealth-Victoria
Offshore Petroleum Joint Authority (JA) containing NOPTA's assessments and
recommendations in relation to the bid for 2011 Offshore Acreage Release
Area V11-6 lodged by Llanberis Energy Pty Ltd in October 2012.
For your freedom of information request to be valid under the Freedom of
Information Act 1982 (Cth) (FOI Act), your request must:
1) be in writing;
2) state that the request is an application for the purposes of the
FOI Act;
3) provide enough information to enable the identification of the
document; and
4) give details of how notices may be sent to you.
The Department will process your application once it is compliant with the
FOI Act.

This request is for the two specific documents above plus any other correspondence between the delegates in the period from 1 January 2012 to 18 June 2013, relating to the general Assessment Criteria for bids for Offshore Acreage Release Areas and any specific correspondence relating to Llanberis Energy Pty Ltd and its bid for 2011 Offshore Acreage Release Area V11-6.

I refer to your request for access to documents relating to NOPTA’s
Assessment Report, presented on 14 February 2013, to the delegates of the
Commonwealth - Victoria Offshore Petroleum Joint Authority (JA) containing
NOPTA's assessments and recommendations in relation to the bid (lodged by
Llanberis Energy Pty Ltd in October 2012) for 2011 Offshore Acreage
Release Area V11-6. I also refer to your request for the correspondence
between delegates of the Commonwealth - Victoria Offshore Petroleum Joint
Authority regarding the bid for 2011 Offshore Acreage Release Area V11-6
lodged by Llanberis Energy Pty Ltd in October 2012.
As both requests submitted by you relate to a common subject matter, the
Department will treat both requests as a single request under s 24 (2) of
the Freedom of Information Act 1982 (Cth) (FOI Act).
We received your request on 26 June 2013, the 30 day statutory period for
processing your request commenced from the day after that date. You should
therefore expect a decision from us by 27 July 2013. The period of 30
days may be extended if we need to consult with certain third parties in
which case the time for processing your FOI request will be extended to 60
days. We will advise you if this happens.
