Dear Australian Border Force,

I am writing under the provisions of the Freedom of Information Act to request the documents directly relating to the source code of the Security Risk Assessment Tool (SRAT) in use within Australian immigration detention centres.

In August 2017 it was reported in media that the SRAT was being used to assess the security risk of asylum seekers, criminals and visa overstayers in Australian immigration detention centres.

Please note that I am not requesting documentation relating to the operation of the SRAT - I am specifically requesting the source code of the algorithm software.

The FOI Act outlines a 'document' as being 'any article on which information has been stored or recorded, either mechanically or electronically'.

I also note the OAIC FOI Guidelines 2.36 which states that 'Any record of information which an agency has downloaded from a shared database or any other database and stored on hard disks or file servers in its physical possession should be treated as a ‘document’ of that agency.'

This request therefore seeks the information housed in the electronically stored documents that include written scripts or code that makes up the SRAT software.

If you are seeking a refund of fees associated with your Visa, you should

Making a Visa application

Registered migration agents are authorised to provide immigration advice
or assistance, including advice regarding the lodgement of visa
applications. Further information on migration agents may be found

application through ImmiAccount, you should submit your concerns through

If you are seeking evidence of your own immigration status for

Notification of Change in Circumstances

Timeframe for receiving your decision

The statutory timeframe for processing a request is 30 days from the date
upon which your application was received by the Department.

Exclusion of non-SES staff personal details and SES telephone contact
details

The Department’s policy is to exclude the personal details of officers not
in the Senior Executive Service (SES), as well as the mobile and work
telephone numbers of SES staff, contained in documents that fall within
scope of an FOI request. If you require names and contact details of
non-SES officers, or direct telephone numbers of SES staff, please inform
us so the decision maker may consider your request. Otherwise we will take
it that you agree to that information being excluded from the scope of
your request.

Publication of document

Where documents are released to you in response to your request, the
Department may be required to publish these documents on its website
within 10 working days in accordance with section 11C of the FOI Act.
Publication will not be required where the documents contain personal or

Thank you for your reply.

As I stated in my initial request, I am not requesting documentation relating to the operation of the SRAT - I am specifically requesting the source code of the algorithm software.

The FOI Act outlines a 'document' as being 'any article on which information has been stored or recorded, either mechanically or electronically'.

I also note the OAIC FOI Guidelines 2.36 which states that 'Any record of information which an agency has downloaded from a shared database or any other database and stored on hard disks or file servers in its physical possession should be treated as a ‘document’ of that agency.'

The previously published FOI request (FA 17/09/00524) did not result in the electronically stored documents that include written scripts or code that makes up the SRAT software being released, therefore it does not fulfill the requirements of my own request.

Please advise as to when my FOI request will be completed.
