Agency, Overtime and Casual Pool Spending 2018/19
Dear Queensland Health,
I am interested in understanding the use of temporary workers within the healthcare sector. To support this, can you please provide a response to the following questions:
1. What is the total cost of agency staff, for all workers in each hospital on an annual basis, for the financial year 2018/19 (April 2018 – March 2019)
2. Of the total agency cost provided in Q1 for the financial year 2018/19 (April 2018 – March 2019), can you please provide the total agency cost for those hired as:
a. Medical practitioners
b. Nurses and Midwives
3. What is the total cost of overtime, inclusive and exclusive, of double shifts worked by all workers in each hospital on an annual basis, for the financial year 2018/19 (April 2018 – March 2019)
4. What is the total cost of the casual pool of workers, for all workers in each hospital on an annual basis, for the financial year 2018/19 (April 2018 – March 2019)
5. Of the casual pool workers operating within the state in 2018/19 (April 2018 – March 2019), are you able to provide the number of all workers (in full-time equivalent (FTE)) which;
a. Hold permanent employment at a hospital
b. Are casual workers only
6. Can you please provide detail on how the state resource their temporary staff for the healthcare sector?

Thank you for your enquiry.
All medical records are held by the individual public hospitals/health facilities which come under the jurisdiction of their relevant Hospital and Health Service (HHS). In order to access these records you should contact the relevant HHS directly. Each of the HHSs have a delegated Right to Information (RTI) officer who can assist you with your request. However, as you have not indicated which hospital/facility may hold the records you are seeking, you should click on the following link which will provide you with a list of the HHSs and the public hospitals/facilities which come under their jurisdiction, along with the contact details for the RTI officers for each HHS: https://www.health.qld.gov.au/system-gov...
As the records you are seeking to access are not your own personal records, you will need to complete and submit a Right to Information and Information Privacy Access Application form (RTI application attached) and send to the relevant public hospital/facility, along with a mandatory application fee: http://www.rti.qld.gov.au/fees-and-charges
You should provide as much information as you can in order to assist with searches for the requested records. You will also be required to provide original certified copies of your evidence of identity.

I would suggest that you contact the relevant HHS before submitting your application to ascertain whether or not they would still hold these records and they can assist you with any other enquiries you may have regarding making an application and the payment of your application fee. Please note that the HHSs are separate entities, and as such you will need to submit a separate application, plus application fee, to each HHS if there are more than one.
Also, the Department of Health only has jurisdiction over public hospitals. Should the records be held by a private hospital, GP or private specialist, you will need to contact them directly.
