Department of the Prime Minister and Cabinet (the Department), which was
as follows:

We understand that you wish to make a request for access to documents
under the Freedom of Information Act 1982 (FOI Act). Currently your email
does not provide sufficient information to enable an officer of the
Department to identify relevant documents and it is therefore not yet a
valid FOI request.

 

The purpose of this email to advise you why your request is not a valid
FOI request and assist you to make a valid FOI request.

 

Validity of your request under the FOI Act

 

Section 15 of the FOI Act sets out the requirements for a valid FOI
request. Amongst other requirements, a valid FOI request must:

·         state that it is a request for the purposes of the FOI Act (s
15(2)(aa)); and

·         provide such information as is reasonably necessary to enable a
responsible officer of the agency or the minister to identify the document
that is requested (s 15(2)(b)).

 

It would assist the Department if you could outline the terms of your
request, having regard to the [1]functions and responsibilities of the
Department. You may do this by providing further information about the
documents you seek to access. In particular, it is not clear what is meant
by “the 2016-2017 ( undeclared income campaign)”.

 

Please note, if you are seeking documents about a government income
support program, you may wish to address your request to the Department of
Social Services, Services Australia or another agency that administers the
relevant program. Other agencies that may be able to assist (subject to
you clarifying your request) are the Australian Taxation Office or
Treasury.

Dear FOI,

As you have identified the various departments that are most relevant to having the information and your office being the overall department that would store and maintain the original or copies of the files; would be fair to state that it should be redirected to them so as itemized by yourself that should assist the individual departments to identify and furnish the same.
Having done so,if it should be found that those items are not in the scope then a follow up request could be submitted to further address the same.
How does the sender email have any relevance to the documents in hand? The sender's email has not and cannot be in any document or notes or memo etc ( to identify the documents)as the sender was never a party of the discussion in the first place.

So in this case, the Department has decided that they don't have enough information to process the request. You need to make a request asking for the documents you are seeking access to, not just questions or general information :-(
