Traffic Management consultation with Frankston Hospital redevelopment project

I am writing to request information under the Freedom of Information Act.
The information I seek pertains to the consultation process between the Frankston City Council (FCC) and the Frankston Hospital redevelopment project regarding the impacts of the major project on local residents, particularly in relation to the proposed traffic management plan.
Specifically, I am requesting details on the following:
1. The date(s) and parties involved in the consultation between the Frankston hospital redevelopment project and FCC.
2. The methodology utilized to assess the effectiveness of the traffic management plan proposed by the Frankston hospital redevelopment project.
3. Whether discussions included Frankston Primary School and St Francis Xavier Primary School, which lack designated parking areas, and the assessment conducted by FCC regarding the impact of the proposed traffic management plan on these schools.
4. Any assessments made on the impacts of traffic flow, parking, and congestion on Yuille Street during peak times, particularly in relation to the decision to issue traffic infringements with attached pictures via mail.
5. Considerations given to local parents of primary school children, specifically regarding the use of surveillance cameras to capture instances of stopping in no stopping areas for the purpose of dropping off children at Frankston Primary School.
6. Details of the proposal within the traffic management plan and the areas affected.
7. Briefings provided to FCC regarding the impacts discussed during the consultation process.

I note receipt of your below request. As Council’s Freedom of Information
Officer, I will be processing your request.
Please note that payment of the Freedom of Information application fee of
$31.80 is required before your application can be processed. Payment can
be made at any Frankston City Council service centre or by posting a
cheque to PO Box 490 Frankston VIC 3199. Please advise if you wish to pay
over the phone by credit card and arrangements will be made for a cashier
to call to take your card details.
Please note the general information below regarding the Freedom of
Information process and timeframes, particularly the mandatory obligations
to consult with other parties named in the documents.
Freedom of Information timeframes
There are a number of different legislative timeframes associated with
processing Freedom of Information requests.
The statutory timeframe for notifying a Freedom of Information applicant
of the agency’s decision is 30 days from the date the request becomes
valid under section 17 of the FOI Act. This timeframe may be extended if
mandatory consultation is required to process the request. You will be
notified if consultation is required to process your request and an
extension to the timeframe is required. The timeframe can also be extended
for further periods by agreement with the applicant. If an access charges
deposit is required as described below, the statutory timeframe commences
on the date that the deposit is paid.
Access to released documents is provided after full payment of the
required access charges is received. Documents may need to be withheld for
a further period of 60 days if a third party objects to disclosure. This
is the legislated period in which other parties can exercise their right
to seek review of the decision by the Victorian Civil and Administrative
Tribunal (VCAT).
Mandatory consultation
The FOI Act includes mandatory obligations requiring Council to consult
with third parties to obtain their views regarding release of the
documents. Third parties include people named in the documents, businesses
that produced documents and other government agencies.
Under section 33(9) of the FOI Act, ‘information relating to the personal
affairs of any person’ includes information that identifies any person
(including staff members’ names) or discloses their address or location;
or from which a person's identity, address or location can reasonably be
determined.
If a third party objects to release of a document which is to be
disclosed, the third party has the right to seek a review of the decision
by VCAT.
In some cases, it is possible to omit personal affairs information from
documents and therefore remove the need to consult with those third
parties. Please advise as soon as possible whether you are seeking
personal affairs information which may be included in the documents.
If you are not seeking personal affairs information relating to third
parties, such as the names of council officers or staff at businesses, it
may be possible to redact it from any released documents as outside the
scope of your request. This will reduce the amount of mandatory
consultation required to process the FOI request and may enable a decision
and documents to be provided to your more quickly.
Access charges
Under section 22 of the FOI Act and the Freedom of Information (Access
Charges) Regulations 2014 access charges are applicable to FOI requests.
Under section 22(4) of the FOI Act, if it is estimated that the charges
may exceed $50.00, a deposit of $25.00 is required (if the calculated
charge does not exceed $100.00) before the request is further processed.
If the calculated amount will exceed $100.00, the required deposit amount
is 50% of the charge. Documents are not provided until the applicable
charges are paid.
