Time basis of funding

Response to this request is long overdue. By law, under all circumstances, National Disability Insurance Agency should have responded by now (details). You can complain by requesting an internal review.

I am requesting access under the Freedom of Information Act 1982 (FOI Act), to the following information from FOI23/24- 1189 -

Please provide any and all documents that relate to NDIS use of time base of funding (both capacity and support work) and any policy, justification or memos surrounding NDIS using :

Extension of time under section 15AA of the FOI Act

 

We’re sorry it is taking us longer than expected to process your

We are therefore writing to seek your agreement to a 30-day extension of
time under section 15AA of the FOI Act. If you agree to this extension,

Not sure who to address as both signed off.

Background:

NDIA Delegates/Planners have an inconsistent use of time bases when calculating funding.

For children, as a general - capacity building or core supports ie activities of daily living is calculated on 40 or 46 weeks.
For adults, as a general - capacity building or core supports ie activities of daily living is calculated on 46 or 48 weeks.
Then the odd case of say a planner using capacity building 48 weeks but activities of daily living (core) is 46 weeks for a plan.

Refine of scope:

A year has 52 weeks. Where does the widespread understanding within NDIA of 40, 42, 46 and 48 weeks come from? This spans across too many people and plans for it to be one planner misunderstanding. I would like to know 1. where did the variation of funding come from and 2. who gave the direction and 3. under which circumstances does each of these apply.

I am writing to request an internal review of National Disability Insurance Agency's handling of my FOI request 'Time basis of funding'.

NDIA would have the information to explain why different categories are calculated on different time basis. Declining this request on the basis of it being vague or too much is disingenuous.

A year has 52 weeks. NDIA used many different amount of weeks that is not 52. I would like to know why they use what they use and understand which conditions allow for which time base to be used. It would be fair to say that planners did not widespread make up the 40,42,46 and 48 week calculator without higher direction or input.

I know you do not answer questions however the issue I presented should make it clear what I am after.

Redefine of scope as requested :

1. All guidance documents for delegates that address determining the number of weeks /per year that can/should be funded for capacity building and core supports. (Please provide these documents in full).

2. All internal policy documents that address the number of weeks /per year funded for capacity building and core supports.


3. All research, reports, briefs, and policy design documents created during the process of determining the number of weeks /per year that can/should be funded for capacity building and core supports, where the determinations were then used in guidance documents, policy documents, and the typical support calculator (TSP) system. (Please provide these documents in full).

I hope this helps.

As a separate note, I find it frustrating and disappointing that the NDIA would impose a deadline of just 2 working days when it took nearly two weeks for my request to even be acknowledged. If the expectation is to meet tight deadlines, then it would be reasonable for NDIA to ensure their communications are prompt and aligned with those same standards. We all have other commitments and cannot simply wait around for responses from NDIA.
