Policy or Approval Criteria for Homeless temporary accomodation

Launceston City Council did not have the information requested.

Dear Launceston City Council,

Does the Launceston City Council have Policy or Approval criteria for the temporary homeless accomodation, especially in the "high need" seasons e.g. winter.

Or if no such policy or documentation for the criteria exists please indicate e.g. in case this is case-by-case basis and dependant on some department in the council to figure out what is needed.

It would be great for the public to understand what requirements the council sets that are easily understood by the providers who potentially work in collaboration with the council.

Dear Miss Anonymous,

 

Council does not ordinarily accommodate residential uses on council land
operated by third parties as such there is no applicable overarching
policy or process for a request of this nature however it will likely
trigger other approvals for which we have established processes. Usually
supported accommodation operates on private premises and providers have to
comply with relevant legislation and only interact with council for any
necessary permits, approvals or other relevant matters. The use of council
land or buildings is usually facilitated through a licence or lease, which
sets clear responsibilities for the licensee or lessee.

 

Our approach is perhaps best explained with an example. You may be aware
of a request from a service provider to place sleep and shower trailers on
Council land. Given the request is not to license or lease council land,
Council has asked for additional information regarding the intended use
and operations of the sleep and shower trailers. There are also permits
and other requirements that may apply to certain aspects of the proposed
uses, for example discharge of grey water into a combined system. The
information requested has included a detailed risk assessment and copies
of agreements with other support providers to demonstrate the needs of
people using these facilities will be met and the safety of the broader
community in and around the trailers is managed appropriately.
