Platforms for Accessing Government School Data such as NAPLAN Results
Dear Victorian Department of Education and Training,
I would like to better understand how government schools in Victoria can access their school's respective NAPLAN results, what specific NAPLAN data is provided to the schools and how the NAPLAN data is displayed.
1. Platforms to Access NAPLAN Data for Government Schools in Victoria:
I would like to know what platform the Victorian Department of Education and Training makes available for their government schools to access their NAPLAN data, including any websites, types of personalised documents sent to individual schools, and specific software programs. E.g. In NSW, schools have access to their data on a website called, "NSW Schools Online" and a "Scout Reports" tool which is also used in the ACT.
2. Specific Data Disclosed:
I would like to know what data fields are disclosed in the reporting of NAPLAN data to individual government schools in Victoria. E.g. Name, School, Participation Code, Proficiency Standard, Scaled Score, Student Date of Birth, School Postcode etc. I would like to know all data fields given to the schools in Victoria.
3. Data Displays:
Finally, I would like to know how the data is displayed when given to the schools. E.g. Is the data in the format of a spreadsheet? A series of tables? Infographics such as pie charts, box and whisker plots, bar graphs etc? All of the above? A combination of the above display methods?
Thank you very much for taking the time to read through my FOI request and I look forward to hearing back from you.
Yours faithfully,
Eric Bessiris
Good afternoon Eric,
We refer to your request received 1 December 2023 by the Department of Education (the department) seeking access under the Freedom of Information Act 1982 (the Act) to:
I would like to better understand how government schools in Victoria can access their school's respective NAPLAN results, what specific NAPLAN data is provided to the schools and how the NAPLAN data is displayed.

We have contacted the Victorian Curriculum Assessments Authority (VCAA), who advise that their Assessment Programs Unit is better able to assist you with your request for information as they are responsible for NAPLAN activities.
Please let us know if you would like us to refer your request to the VCAA Assessment Programs Unit, or, if you would like to continue with your Freedom of Information request.
Kind regards,

Dear FOI Unit,
I write this response following a phone conversation I had with a representative of the FOI Unit today (19/12/2023) at approximately 11:47am. This response aims to clarify the specific information that I would like to request from the Victorian Department of Education.
I appreciate your redirection to the VCAA, however, each state and territory Test Administration Authority (TAA), i.e. the VCAA in Victoria is given raw data which is then distributed to each of the sectors, e.g. Catholic, Private, Government etc. The VCAA will have different data and different methods for disseminating this data to the sectors which does not concern me as much.
I would like to know specifically how the Government sector displays its data to staff within their system. Each government sector in each state and territory has its own software program for staff to access the data, e.g. in NSW the software system is called 'NSW Schools Online'.
1. I would like to know the name of the software system or systems used by the government sector to allow its school staff to access the results of their school.
2. Furthermore, I would like to know how the data is displayed e.g. bar graphs etc, and I would like screenshots of the software system (obviously with sensitive or private data blurred and undisclosed), so that I can see what the staff in Victorian Government schools can see regarding the NAPLAN results.
Thank you for taking the time to read this FOI request and for your prompt response.
Yours Sincerely,
Eric Bessiris
Dear Victorian Department of Education and Training,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Victorian Department of Education and Training's handling of my FOI request 'Platforms for Accessing Government School Data such as NAPLAN Results'.
I first applied for my FOI request on the 15/12/2023. I responded to your response and even had a phone correspondence with a representative from the FOI department for the Victorian Department of Education and Training. I am yet to receive a response to my follow-up, which was a clarification of my original FOI request. My request is long overdue and I am dissatisfied with how long it has taken to get a response. I expect a more prompt response following this request for internal review.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.righttoknow.org.au/request/p...
Yours faithfully,
Eric Bessiris
