Dear Australian Securities and Investments Commission,

I would like to obtain a copy of the post implementation review findings, for the project that designed and implemented the ASIC Connect web portal at asicconnect.asic.gov.au and it's related user interface, user experience, workflow processes.
I would like to see any project review documents related to this project(s) and any associated review findings related to the migration of management of State based business names registers to the new ASIC Controlled national business name register.

Yours faithfully,

Jason Brooks

Dear Mirijana Soldatic,

Apologies for my lack of clarity - it's difficult to request a document when I am uncertain of the actual title of the document, as these review documents can have many names. Your response has helped me narrow my request, I hope this is more appropriate:

Under the Freedom of Information Act 1982, I would like to request a copy of the document or documents that record any final review findings made about ASIC Connect business names service, post it's implementation and launch in May 2012.

This document or documents may take the form of:
- A project Closure Report/Review
- A Post Implementation Review
- A Benefits Realisation report

Yours sincerely,

Jason Brooks

Received a more positive response, after changing the terminology used in request. Received acknowledgment that it is a valid request, and received advice should get response before 5th July 2013.

For other users, I think it is worthwhile to explain in more detail what has happened here and also because the responsible person, Ms Mirijana Soldatic, at the Australian Securities and Investment Commission has made a good job.

Section 12(2)(b) makes a demand of applicants; it says an applicant must "provide such information concerning .. [a] document as is reasonably necessary to enable a responsible officer of the agency, or the Minister, to identify it." Section 12(3) makes a duty for the agency; it says, "it is the duty of the agency to take reasonable steps to assist the person to make the request in a manner that complies with this section". There is a reciprocity of demand and duty.

The FOI person at ASIC said the original application was "ambiguous". She explained why. Better, she has also made a good job to give some suggestions about the documents that you might actually want. It can appear from the amended request that the suggestions from ASIC were helpful.
