I refer to my FOI request of 24 August 2021, reference 1-QS43N7L, the scope of which was:
1. Documents, including email messages, generated between July 5 2021 and August 24 2021,
that propose or discuss the reasons for the August 2021 update to the myGovID "Terms of use
- User" document, which is published at https://www.mygovid.gov.au/mygovid-terms...

On 22 October you made a decision granting access to one document in full, that being an email template for announcing the Terms of Use change to myGovID users.
You also identified that the actual announcement emails sent to myGovID users were within the scope of my request, and refused access to them under s 47F of the FOI Act.
Under the Freedom of Information Act 1982 s 54(2), I am applying for internal review of the decision.
I am satisfied with your refusal under s 47F of access to the emails sent to myGovID users, numbering in the millions. That the scope of my request captured these document was quite unintended and they are not of interest to me.
However, I am concerned that some documents within the scope of my request may have been overlooked. In particular, it seems likely to me that there would have been internal and/or external communications that propose, discuss and/or announce the Terms of Use change and the reasons for it. Though such communications may have occurred prior to July 5 (the beginning of the temporal scope of my request), it also seems unlikely to me that all such communications occurred prior to July 5 2021, which is approximately one month before the August 2021 Terms of Use change came into effect and was publicly announced, with no such communications occurring in the intervening period (which is within the temporal scope of my request).
