McKinsey
Dear Digital Transformation Agency,
I would like to request a copy of all reports / documents delivered by consulting firm McKinsey & Company to the Agency since inception. In addition, I would like to request a copy of each invoice paid to McKinsey for each report (including $ fees paid, rate card applied, and other commercial terms).
According to AusTender, DTA has engaged McKinsey for a number of engagements over the last 12 months.
Given the recent, significant public interest in McKinsey due to their controversial activities in anti democratic or corrupt governments such as South Africa, Saudi Arabia and Malaysia (1MDB), I request that the FOIA request fees be waived.
Yours faithfully,
Andy Johnson

Dear Andy,
Freedom of Information Request – FOI 180/2020
Thank you for your email to the Digital Transformation Agency (DTA) for
access to documents under the Freedom of Information Act 1982 (FOI Act).
List of documents requested:
All reports / documents delivered by consulting firm McKinsey & Company to
the Agency since inception. In addition, I would like to request a copy of
each invoice paid to McKinsey for each report (including $ fees paid, rate
card applied, and other commercial terms).
The statutory period for processing your request commences from the day
after DTA received your request. Your request was received by DTA on 29
January 2020. The processing period may be extended if we need to consult
third parties, impose a charge or for other reasons. We will advise you if
this happens.
Liability to pay a charge
You will be notified of any charges in relation to your request as soon as
possible, before we process any requested documents or impose a final
charge.
Publication
As required by the FOI Act, information released under the FOI Act may
later be published online unless an exemption applies. For example,
personal information will not be published where this would be
unreasonable. Any documents provided to you under the FOI Act will be
published on our disclosure log ([1]www.dta.gov.au) as soon as practicable
after they are released to you, usually 1 – 2 working days.
Policy to exclude junior departmental officer contact details
The DTA will include the names and contact details of SES officers in any
document released under FOI. However, the DTA has adopted a policy to
generally exclude the names and contact details of junior staff (non-SES
officers) from any FOI documents. DTA’s preference is to reach agreement
with FOI applicants to exclude these details from the scope of the
request. Where there is no objection, the names and contact details of
junior officers are redacted under section 22 of the FOI Act, on the basis
that these details are irrelevant to the request.
Please contact the FOI Team on the below contact details if you wish to
discuss your request.

Hi Andy,
I have been working on your request, and note that in your original
request you referred to the notifications on Austender that Mckinsey has
done for the DTA over the last 12 months. Are you limiting the request to
the work from the last 12 months?
Regards,
Morgan

Dear Digital Transformation Office,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Digital Transformation Office's handling of my FOI request.
It seems unacceptable that you cannot publicise this information simply because of commercial reasons. The Agency has spent taxpayer dollars on hiring an expensive consulting firm and you are not willing to disclose the reports.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.righttoknow.org.au/request/m...
Yours faithfully,
Andy Johnson

Hi Andy,
There is currently no refusal decision for the DTA to review. Your request for an internal review cannot be processed and does not respond to the request consultation letter. The options available to you to deal with the practical refusal reason are set out in the letter and we suggest that you consider these options and determine whether or how you will respond. As noted in that letter, if you do not respond to the request consultation by 2 April 2020, your request will be deemed to be withdrawn.
Regards,
Morgan
