List of Forbidden Books
Dear ACT Civic Library,
This is a request under the FOI Act. Can I please have any documents similar to a list of any books that are banned from being stocked in the ACT Civic Library? This list should include banned authors, categories, specific books etc.

Dear Mr Smith,
Thank you for your correspondence to Libraries ACT on 8 September 2023 in
which you expressed interest in obtaining information under the Freedom of
Information Act 2016.
I am writing to follow up to the email sent to you on 14 September 2023
from Libraries ACT regarding how contact can be made to our team as the
area responsible for processing FOI access applications on behalf of
Transport Canberra and City Services.
It is my understanding that you are requesting access to “any documents
similar to a list of any books that are banned from being stocked in the
ACT Civic Library? This list should include banned authors, categories,
specific books etc”.
For an access application to be complete, we require further information
to assist us with identifying relevant records that may be held by TCCS,
including Libraries ACT. Can you please advise:
o on the period of time that applies to this request. For example,
records created between 1 January 2023 and date of application.
o if your request refers to ‘banned books’ as those restricted through
classification, or a more generalised term.
Please be advised that the authority responsible for the classification of
books is Department of Infrastructure, Transport, Regional Development,
Communication and the Arts within the Australian Government. A link to
further information on classification decisions is publicly available
[1]here.
In liaising with Libraries ACT on your correspondence, I have been advised
that Libraries ACT does not maintain a list of banned books. There may be
instances where books are not suitable, for example the size--too small;
no batteries in children's books; no fluffy toys accompanying books.
Instructions to Libraries ACT suppliers is guided by the collection
Development Policy, which is available [2]here. Point 2.1 of the
Collection Development Policy refers to the ALIA’s statement on Free
