Very pleased to see the department produce this list. Congratulations to all involved in this FOI request.

It is very much a good result, completely contrary to my prediction. It reflects extremely well on the staff of the Department of the House of Representatives that they provided the information under administrative access arrangements in circumstances when they were not compelled to give it at all. It is exactly how open government should work. Congratulations to you and the staff of the DHR.

Your request is probably to be refused because it is not very clear what documents you are want.
The biggest problem is to ask for "a list of every 94a ..." but what is a "94a", and what sort of list you want. The department can guess that you want something about the Standing Order 94 of the House of Representatives but is the guess right? The department does not have to guess. It is not up to them. Their obligation, under section 15(3), is just to help you work out what you mean!
Another problem, if you really do mean Standing Order 94, is what list you want? Is it a list of dates when the Speaker exercised his authority, or another list, not with dates but with politics?
More problems are in your request that says, "with pics and video". What "pics"? What video? Would you like a photograph of the face of the Speaker, or of the door that the person must go out? You must say clearly what you want.
Last, if you forgot about "pics" and videos, and made the request narrow, maybe like "I request a list of the names of the members who, in last 6 years, were asked to leave the chamber by the Speaker", then the department is maybe right to say that your request falls outside the scope of the Act. Reasons: Hansard is a reference record of everything that happens in the House. Hansard is publicly available. Section 4 of the Act states that something that is maintained for reference purposes and is publicly available is not a "document" within the meaning of the Act; you cannot get it under FOI.
I recommend you to give the librarian at the Parliament House a call. Then you can learn if the library has videos and still-photographs. You can also get help to search Hansard with
