I made a complaint to the Information & Privacy Commission who replied to me on 2 July and said that they believed the information should be open access information. The response has then been provided to this site.

The authority will not release the information informally even though it is about how the department is ran but instead wants a formal application and fee paid. As it is a non-personal application the fees would be quite expensive
