I seek copies of incoming ministerial briefs - "red" and "blue" books - for the Liberal and Labor parties.

I refer to your request below received on 10 September 2013.
I note that you have addressed your request to the Minister for Immigration and Citizenship. At the time of your request the Minister for Immigration and Citizenship, the Hon. Tony Burke, was the caretaker Minister. As the Labor party was not returning to office as a result of the election, the Minister would not have access to briefings prepared for a party retaining government. The Minister would also not have access to the briefings prepared for a party gaining government from opposition.
As a result, any probable decision on your current request is a refusal under s24A of the Freedom of Information Act 1982 – the document does not exist.
I am therefore inviting you to withdraw this request.
