In order to make a valid request under the Freedom of Information Act 1982, section 15(b) requires that you provide such information concerning the document as is reasonably necessary to enable the agency to identify it. I think that the request must be refused because it is not a valid request under the Freedom of Information Act. Also, in my mind, the request is confusing.
The subject of the request is "Illegal mind research" but I do not think that the FOI officer will know what this means. I do not understand exactly what is meant with "mind research" and I do not think that another person will know what the applicant means. Also, I made a thorough search of the law databases for the Commonwealth of Australia and each state and I cannot see any reference to mind research or anything to make "mind research" (whatever it is!) illegal in Australia.
After the subject line, the corpus of the letter speaks of "medical research" not "mind research" but it is not obvious also here what the applicant means. The FOI officer would have to imagine all kinds of medical research and to try to imagine some kinds of this research that might be illegal, and then to try to find documents that are about being sure that "its citizen's " (I think that the applicant means Australian citizens") are not "used" in this kind of research.
