and the comments made by the decision-maker on page 2 at paragraph 4 of that correspondence: that there is public interest in 20% of the 44 documents relevant documents identified.
Under the FOI Act, I seek access to those 9 documents. In making this request, I note that the documents have already been identified, retrieved and consulted on (as per the APSC’s advice of 8/8/18 here: https://www.righttoknow.org.au/request/h...).
I’m happy for the APSC to redact the personal info of persons other than Lloyd and Hadgkiss.

Request not valid
Section 15(2)(b) of the FOI Act provides that the requirement for a
request to be valid, it (a valid request) must provide such information
concerning the document/s as is reasonably necessary to enable an officer
of the agency to identify it.
At this point, the Commission does not consider that your request meets
the requirements of the section 15(2)(b) of the FOI Act, to enable
specific documents to be identified. Therefore, could you please provide
further information to allow the Commission to identify which documents
you seek access to.
For background information, please note that hyperlink you have provided
above and toe FOI request to which you are referring to has not been
finalised, and no documents have been released. The decision to which you
are referencing is a preliminary charges estimate, based on a preliminary
inspection of the documents. The documents have not been finalised for
assessment nor release. Further, the 20% discount to which are referring
to is not reference to 9 particular documents, but is a discretionary
discount which can be applied overall to a charges decision, and therefore
applies to all of the 44 documents.
While the statutory timeframe for responding to a valid FOI request is 30
days from the date of receipt, at this point your request has not been
validated until further information has been provided to allow the
documents to be identified, and the processing time has now been suspended
during this period of consultation.
