Grants of more than $1m made to companies in a calendar year
Dear Victorian Department of Jobs, Precincts and Regions,
my name is Alexander and I am making this request under the FOI Act.
Please provide a document or documents containing the names of all grant recipients, program(s) of grant, date(s) of grant approval(s), date(s) and amount(s) of payments made to each recipient, and total amount granted (including unpaid amounts) for all grant recipients who:
- are non-person entities (e.g. companies, NGO's, any entity that is not an individual), and
- received more than $1 million in total grant payments across all the department's programs in one financial year (including grants made under the departments formerly known as DEDJTR or DBI, or any of the department's subordinate departments and entities named in the web pages at https://djpr.vic.gov.au/what-we-do), and
- received a grant payment from the department (or the departments formerly known as DEDJTR or DBI, or any of the department's subordinate departments and entities named in the web pages at https://djpr.vic.gov.au/what-we-do) since 2012.
If these details are in separate documents, please provide those documents.
If any of the information requested is to be redacted, please provide justification of redaction, and where possible, redact either the recipient name or the amount but not both. If you must redact any amounts, please provide a document with the total dollar amount of grants meeting the criteria above and paid by the department in the financial year containing grants with redacted amounts.

Valid FOI requests
Under section 17(2) of the FOI Act, in order for a request to be validly
received, it must contain enough information to enable the department to
identify the documents being sought. We are unable to process your request
until we receive further information about the documents that you seek.
In this instance, it is unclear
o if you seek access to a summary document (under s.19 of the Act) or
the individual documents relating to each grant application.
o please advise if you seek documents across all of DJPR and its
satellite agencies or one specific area of the department in
particular.

Under section 17 of the FOI Act, the department has a duty to assist you
in making a request that complies with the FOI Act.

A summary document produced out of the department's primary financial database or equivalent computerised accounting ledger system under s. 19 would be adequate as long as it is a complete record of all grant payments recorded within that financial system which meet the specifications of the data requested. If you do this, I would respectfully request a list of the department's satellite agencies or sub-departments that the financial system data includes, and excludes.
I am happy to rescope this request to use the name of the specific (i.e. bottom-level) accounting general ledger accounts each payment was recorded against in lieu of grant program names, assuming those ledger account names are at least indicative of the business area of the grant program.
I am also happy to omit the requested "date of grant" and "unpaid payment amount" data if and only if that data is not present in the financial system. I am not requesting any detailed grant agreements or documents beyond the data fields requested.
Thank you for your time and the reference number, we will send the accompanying payment well before the due date.
