I contend that charges should not be imposed for this request. The document is "Operational Information" as defined by Section 8A of the Freedom of Information Act because it "assist(s) the agency to perform or exercise the agency's functions or powers in making decisions or recommendations affecting members of the public" specifically in relation to FOI. It details who can perform and exercise those functions and may (if guidelines exist) provide information into the "rules, guidelines, practices and precedents relating to those decisions and recommendations".
Please reconsider your request in light of the above information. If this document can be located under your IPS Scheme, can you also advise?
