Under section 23 of the Freedom of Information Act, the principal officer or minister can make arrangements to give their decision making powers to others.
I'm hoping you can provide me with a copy of the current arrangements if possible.
If it helps, I'm happy for you to process this request under "administrative release" (https://www.oaic.gov.au/freedom-of-infor...). This would reduce the cost and time required to make a formal decision.
That said, I understand sometimes you want the request to be formal. If you won't process it informally, please process my request for the document as a formal FOI Request.

I refer to your Freedom of Information Act (FOI Act) request, dated and received 14 November 2018, in which you sought access to the arrangements made by the principal officer of the ACMA, under section 23 of the FOI Act, to give decision making powers under the FOI Act to others. The document that falls within the scope of your request is the ‘Australian Communications and Media Authority Freedom of Information Act 1982 – Approved arrangements under paragraph 10A(1)(b) and subsection 23(1)’.
As an authorised decision maker under section 23 of the FOI Act, I have made the decision to release the document to you under section 11A of the FOI Act. I am therefore attaching a copy of the relevant document.
