Dear Services Australia,

In the APS Data, Digital and Cyber Workforce Plan 2025-30, there was a case study about Services Australia enterprise architect recruitment pilot which references a "A comprehensive labour market analysis was conducted to pinpoint talent trends and fine-tune recruitment strategies."

I'm seeking all documents relating to that comprehensive labour market analysis.

Yours faithfully,

Australia (the Agency).

This email acknowledges your correspondence and provides some general
information in relation to FOI.

FOI – Extension of time request
Under the Freedom of Information Act 1982 (FOI Act) you have a right, with
limited exceptions, to access documents the Agency holds. The Agency has
30 days to process an FOI request. Please note this period may be extended
if we need to consult third parties or for other reasons. We will advise
you if this happens.
We are currently experiencing a higher than usual volume of requests,
which has resulted in some delays in our review and response process. We
are seeking your agreement to extend the processing time by an additional
30 days. If you agree to this additional time, we would appreciate it if
you could reply to this email with ‘I agree’ at your earliest opportunity.
Administrative release of documents
The Agency has administrative access arrangements ('the arrangements') for
the release of certain documents without the need for a formal FOI
request. If you agree to the release of documents under these
arrangements, we may provide you with documents under the arrangements,
where appropriate.

Any parts of your FOI request that are addressed by documents being
released under the arrangements will be considered withdrawn. The
arrangements do not extend to information or materials of third parties.
You will be notified when documents are released to you under the
arrangements.

We consider staff details to be personal information of those staff
members. As part of the FOI application process, we will seek your consent
to exclude the following information from documents that may be captured
by your request:
•names of Services Australia staff below the Senior Executive level
(junior staff)
•direct staff telephone numbers, signatures, logon identifiers and email

If you are requesting non-personal information the Agency will advise you
as soon as practicable if a charge is payable to process your request, and
the amount of any such charge.

We typically use this email address to send documents related to your FOI
request unless you have specifically requested to receive them via post.
However, we might seek your consent to deliver the documents
electronically if it is deemed more suitable.

How long do I have to wait?
We are required to answer your request within 30 days unless the time

Dear MATUREDATA

Thank you for responding to our formal consultation notice on 19 March
2025, with the following revised scope:

Thank you for your follow up asking me to narrow the scope of my request.

I am happy to narrow the scope to :

·         The analytical documents/reports that were prepared to support
the labour market analysis.

·         Any documents relating to the preparation of the above labour
market analysis (such as emails requesting an analysis, or approval memos
outlining the request for analysis, etc).

Further information required

In relation to the second point of your request (highlighted) the relevant
business area has identified there may be more than 80 documents currently
in scope. As the scope refers to ‘any’ document, I consider it’s not
entirely clear what types of documents you are seeking, and therefore,
this would capture a wide variety of documents including various
iterations of reports, operational emails relating to various parts of the
process, and documents at multiple approval points.

To ensure we are processing actual documents of interest, I would like to
propose the following scope for the second point, which I consider would
contain the most relevant information about the labour market analysis:

o the labour market analysis specifically done on Enterprise Architects
o a presentation slide which summarises the research and learnings
o the early approval email that includes the project scope, which covers
the research that was planned
o the project closure report, which also covers the labour market
analysis

If you agree to revising the scope of point 2 to the above, please respond
with ‘I agree’. Alternatively, if you would like to make alterations or
request something else please advise in your return email.

Your response by COB 28 March 2025 would be greatly appreciated.

Thank you.

Kind regards,

Cherie

Dear MATUREDATA

Thank you for your email earlier today, revising the scope of your request
to the following:

In the APS Data, Digital and Cyber Workforce Plan 2025-30, there was a
case study about Services Australia enterprise architect recruitment pilot
which references "A comprehensive labour market analysis was conducted to
pinpoint talent trends and fine-tune recruitment strategies." I request:

•              The analytical documents/reports that were prepared to
support the labour market analysis

•              The labour market analysis specifically done on Enterprise
Architects

•              A presentation slide which summarises the research and
learnings

•              The early approval email that includes the project scope,
which covers the research that was planned

•              The project closure report, which also covers the labour
market analysis.

Additionally I seek your response to the following:

Junior staff details

We consider staff details to be personal information of those staff
members. As part of the FOI application process, we will seek your consent
to exclude the following information from documents that may be captured
by your request:

o names of Services Australia staff below the Senior Executive level
(junior staff)
o direct staff telephone numbers, signatures, logon identifiers and
email addresses.

If you consent to exclude this information, we will treat it as outside
the scope of your request and therefore irrelevant under Section 22 of the
FOI Act.

Administrative arrangements

The Agency has administrative access arrangements ('the arrangements') for
the release of certain documents without the need for a formal  FOI
request. If you agree to the release of documents under these
arrangements, we may provide you with documents under the arrangements,
where appropriate. Release under the arrangements may result in provision
of the documents within a shorter time frame than a 30 day FOI request.

Extension of time

The current due date for your request is 10 April 2025.

Based on the type of documents you requested, and that we are only now in
a position to commence document searches, we have identified the need for
additional time.

On this basis, I respectfully request an extension of time of 21 days to
process your request. The effect of the extension would mean the new
decision due date would be 1 May 2025. If we are able to process your
request and provide you with a decision before this date, we will do so.

If you agree to this extension of time, it would be greatly appreciated if
you could please advise by return email.

For Action

Please advise:

o whether you consent to the removal of junior staff details under
section 22 of the FOI by responding to this email with “I agree to
remove staff details”
o whether you agree to receive documents where appropriate under the
arrangements by responding to this email with “I agree to receive
documents under the administrative arrangements”, and
o whether you agree to the extension of time by responding to this email
with respond to this email stating “I agree to the extension of time”.

Your response by COB 28 March 2025 would be greatly appreciated.

Thank you.

Kind regards,

Dear MATUREDATA

Thank you for your email response on 26 March 2025. I note that your
response did not advise whether you agreed to the requested extension of
time.

The Agency is currently in the process of retrieving the documents for
your request. Therefore, we will not be in a position to notify a decision
by the current due date.

If you do not agree to the
extension of time, we will continue to process your request as a Statement
of Reasons; however, you will unfortunately lose your internal review
rights.

Thank you.

Dear FREEDOMOFINFORMATION,

My apologies
“I agree to the extension of time”.

I do not object to Services Australia releasing documents under Administrative arrangements, and any documents you do release under such arrangements, if you provide a notice in writing of where I may access those documents in full, I would be happy to advise in writing to have those specific documents excluded from my FOI request, which I will confirm once they have been released.

Presumably you are not proposing to release all relevant documents covered by my FOI request under such arrangements however, and as such I wish to continue the FOI process as per usual.

Yours sincerely,

MatureData
