Eligibility reassessment internal documents
Dear National Disability Insurance Agency,
I am requesting access under the Freedom of Information Act 1982 (FOI Act), to the following documents:

1. Identifying participants for ‘eligibility reassessment’
2. Conducting an ‘eligibility reassessment’
3. Finalising an ‘eligibility reassessment’
4. Internal review of an ‘eligibility reassessment’ decision
5. External review of an ‘eligibility reassessment’ decision
6. Reinstating a participant after an ‘eligibility reassessment’ decision is overturned on appeal
7. Assessing and deciding whether a participant who was previously removed as a result of an ‘eligibility reassessment’ is eligible for NDIS upon receiving a new access request

I would like to propose the following revised scope. Please contact me if this doesn’t address the practical refusal adequately and I will make further adjustments before the consultation period concludes.
I agree to including the 6 documents you named:
1. Standard Operating Procedure - Complete the plan reassessment (full)
2. Internal FAQ - Eligibility Reassessment FAQs
3. Knowledge Article - When to refer the participant for an eligibility reassessment
4. Knowledge Article - Complete the eligibility reassessment check

I would also like to make the addition of:

I also find the following two points to be important and unlikely to be addressed by the documents you have named. Is there a way to have them addressed in this request without incurring a practical refusal?

A. Reinstating a participant after an ‘eligibility reassessment’ decision is overturned on appeal (internal review or external review at the ART)
B. Assessing and deciding whether a participant who was previously removed as a result of an ‘eligibility reassessment’ is eligible for NDIS upon receiving a new access request
As stated in my original request, I consider all parts of a document to be relevant and ask that any document identified is included in full. This also includes the ‘version control’ information for each document.

Thanks for getting back to me on this one and for agreeing to the revised
scope.
For point 7, a quick initial search has shown that there are less than 30
knowledge articles in PACE with “eligibility assessment” or “eligibility
reassessment” in the title, so I believe this is practical to include in
the request.
Your request for parts A and B (reinstating or new access following
reassessment) are slightly more complex and I haven’t been able to find
results in a simple search. However, as your request explicitly limits the
request to knowledge articles, standard operating procedures and guides, I
believe you’ve provided enough detail for us to conduct a reasonable
search.
As such, I think the new scope is as follows:
I request the following documents from the NDIA Intranet and PACE:
1. Standard Operating Procedure - Complete the plan reassessment (full)
2. Internal FAQ - Eligibility Reassessment FAQs
3. Knowledge Article - When to refer the participant for an eligibility
reassessment
4. Knowledge Article - Complete the eligibility reassessment check
