Documents related to the projected cost of the appointment of National Careers Ambassador for the period 2019 - 2021
Dear Minister for Employment, Skills, Small and Family Business,
A recent press release announced the appointment of an individual with some celebrity to a position of "National Careers Ambassador".
It also continued to describe how the National Careers Ambassador would work with the National Careers Institute, however it appears that the National Careers Institute has not yet been established.
Accordingly, I hereby request the following Government Information documents which I consider to be of great public importance:
a) Documents detailing the process of searching for, interviewing, considering and selecting suitable candidates for the National Careers Ambassador;
b) Documents detailing the Position Description of the National Careers Ambassador;
c) Documents detailing the level and form of remuneration of the position of National Careers Ambassador paid by the Commonwealth for the period 1 July 2019 to 30 June 2021;
d) Documents detailing the total budgeted cost expected to be incurred by the Commonwealth for the National Careers Institute for the period 1 July 2019 to 30 June 2021; and
e) Documents detailing the decision making in regards to the Commonwealth's determination of the need for and the formulation of aims of the Institute in establishing the National Careers Institute.
If this can be answered as informal request, please do so.
Otherwise, please proceed with this as a formal request under the Freedom of Information principles & framework, i.e. the Freedom of Information Act 1982 & other associated guidelines and regulations.

I refer to your request below, received by the Minister for Employment,
Skills, Small and Family Business on 25 October 2019, for access under the
Freedom of Information Act 1982 (FOI Act) to the following:
‘…a) Documents detailing the process of searching for, interviewing,
considering and selecting suitable candidates for the National Careers
Ambassador;
b) Documents detailing the Position Description of the National Careers
Ambassador;
c) Documents detailing the level and form of remuneration of the position
of National Careers Ambassador paid by the Commonwealth for the period 1
July 2019 to 30 June 2021;
d) Documents detailing the total budgeted cost expected to be incurred by
the Commonwealth for the National Careers Institute for the period 1 July
2019 to 30 June 2021; and
e) Documents detailing the decision making in regards to the
Commonwealth's determination of the need for and the formulation of aims
of the Institute in establishing the National Careers Institute.’
Please be advised that your request has been transferred to the Department
of Employment, Skills, Small and Family Business (department) pursuant to
section 16 of the FOI Act as the subject matter of your request is more
closely connected with the functions of the department.
The 30 day statutory period for processing your request commenced from the
day after 25 October 2019. The period of 30 days may be extended if we
need to consult third parties or for other reasons. We will advise you if
this happens.
Charges
The department will advise you if a charge is payable to process your
request and the amount of any such charge as soon as practicable.

The FOI Act requires that you provide us with an address which we can send

Disclosure log
Please note that information released under FOI Act may be published in a
disclosure log on our website. Section 11C of the FOI Act requires this
publication, however it is subject to certain exceptions, including where

would be unreasonable.
Exclusion of department employee details
The department is working towards ensuring that all employees have a
choice about whether they provide their full name and direct contact
details in response to public enquiries. Where such details are included
in the scope of a request, this may add to processing time and applicable
charges as it may be necessary to consider whether the details are exempt
under the FOI Act. On this basis, unless you tell us otherwise, we will
assume that department employee surnames and direct contact details are
out of scope of your request and will be redacted under section 22 of the
FOI Act.

I have reviewed the preliminary estimate of charges in your enclosed letter.
Accordingly, I would like to amend the scope of my request for Government Information from 25 October 2019 as follows:

The department acknowledges receipt of your charges contention under
section 29(1)(f)(ii) of the FOI Act. As set out in paragraph 4.89 of the
FOI Guidelines, a contention to reduce or waive a charge may be expressed
by way of a scope revision to reduce the work to process the request.
We have accordingly recalculated the charge. However, your scope revision
has not removed any pages from scope due to the incorporation of
information under part (e) of your request in documents which also cover
parts (a) to (d). As such, the department’s charge does not change because
of your scope revision, and the likely outcome of your contention is that
the charge will remain as imposed.
Accordingly, your options remain as set out in the charges notice. That
is, to pay the charge, contend the charge on public interest or financial
hardship grounds, or to withdraw your request.
If we do not hear from you by 2 December 2019, the department will proceed
to make a decision on your contention of charge based on your scope
revision.
