Correctional facility operations

I intend to seek access to documents regarding operational safety procedures for prisons and correctional facilities, the reporting of incidents that occur within prisons, and measures to ensure integrity among prison staff.
Before submitting a FOI request, I wanted to confirm whether your department would be the appropriate agency to hold such documents. If not, please advise which government body would be best to direct my request.

Can you confirm that operational procedures are managed by their respective state government agencies?
Is there any aspect managed by a federal agency, perhaps an integrity framework or anti-discrimination guidelines, for example?
