Dear Mr Welton

Thank you for your email of 27 February 2023, in which you made a request
under the Freedom of Information Act 1982 (the FOI Act) to the Department
of the Prime Minister and Cabinet (the Department).

You set out the terms of the request as follows:

Re: Your cyber security meeting today.  My name is Russell White and
Consequia is an undeveloped technology that will revolutionise how we
access technologies.

Consequia is an idea before its time, only now are you looking at my IP as
a viable option. How do we connect the enterprises?

Consequia is a two part system:  First it needs to be the only approved
profiles (100 points of id etc) system as a social network. This then
allows for enterprise security functionality for verified profiles.

So it is the first Social Enterprise Security system proposed. Only
recently big tech is moving to verified profiles, but they will always
have scams and bots.

Consequia will be developed for the purpose of social engineering factors,
which means it is an advanced system of systems for the purposes of
connecting any enterprises and their technology, with all profiles
verified.  This will create a technology ecosystem where access to
information is beyond the capabilities of now.

My IP is unique and I believe the system you are just about to create is
Consequia.

So why don't we move past these sanctions and only talk about Consequia?

Please liaise with the Federal Attorney General about my situation and IP
Consequia.

Can I have a copy of the transcript of this meeting, to ascertain if the
Australian government are using my Intellectual property Consequia?

Timeframe for receiving your decision

The 30 day statutory period for processing your request commenced from the
day after the Department received your request, you should therefore
expect a decision from us by 29 March 2023.  The processing period of 30
days may be extended in certain circumstances and we will write to you
separately regarding any extension of time.

Clarification of scope

In regards to your request to seek a copy of a “cyber meeting held today”,
this term is extremely broad, and is not sufficient to enable an officer
of the Department to reasonably identify documents.  This may require the
Department to consider if a practical refusal reason exists under the FOI
Act.  It would assist the Department if you could clarify the request
further in regards to the meeting, and confirm what particular documents
you seek access to.  This will assist by providing clear parameters for
the request and allow a departmental officer to identify the systems that
need to be searched as the FOI Act is for the purpose of seeking access to
documents.

Alternatively you could consider the functions of the Department and our
structure, available on our website, and identify a specific area of the
Department that you consider would reasonably have knowledge of the
subject matter of your request.

Charges

Agencies may decide that an applicant is liable to pay a charge in respect
of a request for access to documents. If the Department decides that you
are liable to pay a charge, we will send you a preliminary assessment of

Exclusion of officers’ names and contact details

For documents that fall within scope of the request, it is the
Department’s policy to withhold:

·       any person’s signature;

·       the names and contact details of Australian Public Service
officers not in the Senior Executive Service (SES);

·       the mobile or direct numbers of SES officers;

·       the names and contact details of Ministerial staff at a level
below Chief of Staff.

If you consider that the information categorised above is relevant to the
terms of your request please let us know at [4][DPMC request email], otherwise
we will take it that you agree to that information being excluded from the
scope of your request (that is, the information will be treated as
irrelevant and deleted from any documents for release). The names and
other details of SES officers will not be withheld unless there is some
reason for that information to be exempt from release.
