The applicant was told that her request would probably be refused because a "practical refusal reason" existed. The applicant was asked to consult with the agency to see if it was possible to overcome the practical refusal reason. Right to Know does not have any information to show that the applicant contacted the agency and there is no information to say that the application was actually refused.
However, it probably was refused and I have marked it as "refused". If this is true, the agency should have written a final decision letter to the applicant but it is not on Right to Know.
Even though all the detailed information is not here, the letter that the agency sent to the applicant in their email is very interesting about how many different activities there are.
