Dear Victorian Residential Tenancies Bond Authority,

Could you please provide me with any information that would help answer the following questions:
1) What proportion of tenants in Victoria attempt to transfer their bond from one lease to another?
2) What proportion of new bonds lodged could be executed via a transfer (i.e. what proportion have the same tenants as a previous bond)?

In other words, is the transfer option being exercised in those cases where it could be used?

And also, do you have any existing research that would help explain the level of utilisation of the transfer feature?

To explain, I'm interested in the burdens on renters during forced or voluntary changes of residence. Transfers seem like a way of reducing the financial burden of two simultaneous property bonds, so I'd like to know if that feature is being used by renters.

Victorian Residential Tenancies Bond Authority

Dear Justin,

Thank you for your email. Freedom of information requests submitted to the
Residential Tenancies Bond Authority require the prescribed fee to be
paid. As this is a statistical query there is no fee payable.

In response to your first query below. The RTBA has a transfer process
which allows tenants to transfer their bond from one property to another
provided the landlord or agent is the same. This transaction is known as a
property to property transfer.

For the 2015-16 financial year, the RTBA processed 1,481 property to
property transfers.  

In regard to your second query, the RTBA is unable to supply the
information you seek as we do not track parties to a bond this way.
