Birth Registration Certificates

Dear Queensland Registrar General of Births, Deaths and Marriages,

I would, out of interest, like to obtain an explanation for the presence of a 7 digit number at the top right hand corner of my birth registration certificate, above the registration number.

For the purposes of identification - surely the registration number itself is enough? I have researched and found no reasoning behind the presence of this second number.

I would like to request any documentary information I am lawfully entitled to, pertaining to the purpose of this 7 digit number and/or what this number represents.

I am surprised that the agency have insisted that the applicant is to make a formal request under freedom of information legislation. The applicant's question is exactly the kind of material that it would be easiest to answer with a very simple explanation. This would help the applicant and save the agency money and time. Apparently the rules have defeated the common sense.

In the preamble for the Right to Information Act 2009 (Qld), it says in section 2, "The Government is proposing a new approach to access to information. Government information will be released administratively as a matter of course, unless there is a good reason not to, with applications under this Act being
necessary only as a last resort."

Apparently the agency believes that it must invoke the "last resort" measure before being forced to explain "the presence of a 7 digit number at the top right hand corner of [the applicant's] birth registration certificate"!
