A note about English. Please do not say, as the decision maker has said, "These documents comprise of reports ....". This is not the correct use of "comprise" One must say, "The documents comprise reports ...", or "The documents consist of reports ...". It is even better to say, "The documents ARE reports ...". But "comprise" should not come before the word "of".
