"The Parliament has amended the Parliamentary Service Act 1999 to confirm the intention of Parliament that all parliamentary departments are excluded from the application of the Freedom of Information Act 1982 (FOI Act). The effect of the amending legislation is that from Friday 28 June 2013 the FOI Act is taken not to apply and not to have ever applied to the parliamentary departments and persons who hold, or perform duties of, an office established under the Parliamentary Service Act".: quoted from http://www.aph.gov.au/About_Parliament/P... .

The parliamentary departments will often answer many questions and requests that are similar to Freedom of Information requests, but a person must understand that there is no obligation for the parliamentary departments to do this. If you do not get the information that you want, the you might find it is better to rewrite your request (using this Right to Know page) and ask the department whether there is any similar information about private email use that they could provide, even if it is not exactly for an answer to the questions you have written now.
