Tools used to calculate minimum packages mentioned in the Interventions for Children on the Autism Spectrum Consultation paper

Request related to consultation paper titled "Interventions for children on the autism spectrum" released by the NDIA on 9th April 2021.
Please provide the rationale, research and evidence used to calculate the funding amounts listed in section 7.5 Proposed levels of funded support for autism early intervention.
Specifically Table 2 - Indicative level of funded support: children on the autism spectrum under 7, found on page 27 of the consultation paper, and Table 3 - Indicative level of funded support: children on the autism spectrum 7 to 12 years, found on page 29 of the consultation paper.
