Title holder of Australian citizenship
Dear Minister for Immigration and Citizenship,
For the purposes of the FOI Act I am seeking documentation that specifies who the primary title holder of Australian citizenship is.
Given the Minister is authorised to grant and revoke Australian citizenship, I am seeking records that establish whether or not the Commonwealth of Australia is primary title holder of Australian citizenship.
If no such records are held by your office, please let me know where I might obtain these and from whom via the FOI Act.

For the reasons explained in another annotation (https://www.righttoknow.org.au/request/w...) this request must be rejected for one or the other of the following reasons: invalid as a request under s 15 (http://www.austlii.edu.au/au/legis/cth/c... alternatively, s 24A (http://www.austlii.edu.au/au/legis/cth/c...).
This request starts from an assumption that is not logically connected with the relevant law, for the same reasons as explained in the other annotation (https://www.righttoknow.org.au/request/w...). "Title holder" and "citizenship" are not related concepts in Australian law; the question regarding who "the primary title holder of Australian citizenship is" is not a meaningful question. Citizenship is governed by the power of the Commonwealth under section 51(xix) of the Constitution (http://www.austlii.edu.au/au/legis/cth/c...) and by the Australian Citizenship Act 2007 (http://www.austlii.edu.au/au/legis/cth/c...).
The suggestions in the other annotation of how properly to understand the law, how to use the FOI Act and Right to Know, and how to make a valid request, here also they are true.
It can be helpful to read the law and also it can be helpful to understand the foundation of the law generally in Australia. Many useful books are in public libraries. I have given suggestions in other annotations.
