The [1]Victorian Fares and Ticketing Manual and the Transport (Compliance
and Miscellaneous) Act 1983 (Vic) establish the terms and conditions of
public transport use.

The conditions on which passengers are permitted to carry bicycles, prams,
dogs, surfboards or other luggage on public transport is a policy matter
for the government of the day. A multitude of factors need to be
considered, including:

 1. Balancing the mobility needs of different demographics, and the safety
and comfort of all passengers.
 2. The Charter of Human Rights and Responsibilities Act 2006 (Vic).
 3. Meeting the objective of social and economic inclusion under section 8
of the Transport Integration Act 2010 (Vic). The transport system
should provide a means by which persons can access social and economic
opportunities to support individual and community wellbeing including
by—

* minimising barriers to access so that so far as is possible the
transport system is available to as many persons as wish to use
it;
* providing tailored infrastructure, services and support for
persons who find it difficult to use the transport system.

You are advised to raise any concerns you have on this issue with your
local Member of Parliament and/or the [2]Minister for Public Transport.

Subject:        Freedom of Information request - Ticketing for Bicycles,
Perambulators, Dogs, Surfboards, etc.

Dear Transport Ticketing Authority Victoria,

Could you please explain to me as to why people with bicycles,
perambulators, dogs (excluding guide dogs, etc.,) surfboards, etc. are not
required to purchase a ticket for their impedimenta?  I know, as young
chap in the 1950's I had to purchase a ticket for my bicycle if I wanted
to take it on the train.  Likewise, my mother had to purchase a ticket to
take the perambulator with my younger sister on the train.  I assume the
same applied to people with dogs (surfboards were not "in vogue" in the
50's).  Whilst the Edmondson ticketing system was labour intensive, it at
least made it more equitable for all travellers.  Surely, with this
"whizz-bang" myki system that can distinguish between full-paying
travellers, concession travellers and senior travellers, etc., it should
not be hard to extend it to people who want to inflict their impedimenta
on us other passengers.  It is not "rocket science".
