The socio-economic impact assessment of immigration activity on the Christmas Island community
Dear Department of Immigration and Citizenship,
I am seeking a copy of the Australian Government Socio-economic impact assessment of the immigration detention centre on the Christmas Island local community.
I understand this to have been commissioned in 2011 and completed in 2012, undertaken by AECOM on behalf of the DIAC.
The report has not been released.

deadline regarding the decision on release of the socio-economic impact
assessment of immigration activity on the Christmas Island Community which
is the subject of your foi request. We are still in consultations with
other relevant Departments and this has taken longer than expected.
I will be writing to the Information Commissioner requesting an extension
of processing time until 16 August 2013.

How many times can you do this?
Particularly for a report that is not about someones personal information or is security related. It's just a general report.
How many Departments do you need to collaborate with to have a need to extend to the 16th August? I would have thought DORA and DIAC would have been the main two, which the already extended period surely should be enough?

I am writing to advise you that the delegate of the Information Commission has granted the Department's request for further time within which to process your FOI application. Under section 15AC(5) of the FOI Act, the delegate has allowed until close of business 19 August 2013 to process your request.
Under section 15AC(6) of the FOI Act the condition imposed on the Department was that I notify you of the OAIC's decision.

No power to extend time as requested.
You asked, "How many times can you do this?" It is better to ask, "How long can you do this?"
Some facts: You applied to Department of Immigration and Citizenship on 11 June, 2013. That is the application date. Department of Immigration and Citizenship transferred your request to Department of Regional Australia, Local Government, Arts and Sport on July 02, 2013. The date is not important. It is not important because of Section 16(5)(b) of the FOI Act. It says, "Where a request is transferred to an agency in accordance with this section, the request is to be taken to be a request ... received by the agency at the time at which it was first received by an agency." That means that Department of Regional Australia must behave so you gave them your request on 11 June.
So Department of Regional Australia must process your request by July 11, 2013 (30 days from request). But if a request is "complex or voluminous" then it can ask the Information Commissioner for 30 days more time. The Information Commissioner has no authority to give it more than 30 days. Another 30 days is Saturday, August 10, 2013. But other law says that if the last important day is a Saturday, then the last day must be the next Monday. So, you arrive on August 12. The Information Commissioner can give Department of Regional Australia more time until that day. No more.
