Stormwater Drainage
Dear Blacktown City Council,
I am looking to construct a second dwelling on my lot in Kings Park through CDC approval process. The land slops to the rear and does not have a drainage easement.
Could you please advise the range of stormwater drainage options acceptable under CDC by the Blacktown LGA? We are considering installing a charged system to connect to the existing dwelling's drainage. Look forward to you guidance.

Good afternoon Suresh,
Blacktown Council does not permit charged lines or pump out systems for stormwater. If your land slopes to the rear, you must create a drainage easement to through the downstream properties. This involves getting permission from the owners downstream and if they agree, you will have to compensate them. You will then need to formally survey the land and create the easement with land registry services and install the necessary pipework.
All this needs to be completed and approved before you can lodge an application for a Secondary dwelling.
